尊敬的总统先生：
我们致信建议您反对任何年度拨款法案中与世界贸易组织中规定的我方贸易责任不一致的条款。特别是，我们希望您的政府采取积极措施反对禁止美国农业部食品安全检疫局对来自中国的熟制鸡肉产品开展检查监督工作。我们郑重的请求贵政府同国会一起修改2009年综合拨款法案，删除该项条款，并保证在未来的拨款法案中也不再涉及此项条款。
我们一致认为美国政府必须高效的管理美国国内的食品安全并保证食品质量。但是，为维护食品安全体系的效率和完整，所制定的规章制度必须是建立在科学和适当风险评估的基础上。法律和法规的制定必须考虑周全，不能忽视国际贸易中的义务，这些义务也同样保证和防止他国实行贸易保护政策，以及针对美国食品和农产品出口以食品安全为名所实施的违反科学的措施。在美国生产商向国外出售其产品和服务遭遇当前全球经济危机的困难时期，我们是否履行贸易义务就表现得尤为重要，否则我们会发现重要的海外市场不再对美国产品开放。
《2009年综合拨款法案》第727条款规定：“根据本法所提供的任何拨款，不得用于制订或执行任何允许美国进口中国禽肉产品的法则。” 自2006年美国食品安全检疫局制定有关进口中国熟制鸡肉产品的最终法规，类似于第727条款的内容就包含在每年的拨款法案中，而且2010年拨款法案中还将提出另外的禁令。
第727条款以及以前的相似条款成功的阻止美国食品安全检疫局对来自中国的熟制禽肉产品是否对美国消费者产生食品安全威胁进行必要和适当的风险评估。因为该项条款特别针对从特定国家的进口产品，这种行为违反了美国平等对待贸易伙伴的原则。因此，中国已就此问题向世界贸易组织上诉。
如果我们对来自中国的熟制鸡肉产品的食品安全问题有疑虑，我们应该注意到这也涉及美国本土所生产的禽肉产品，这些产品应该通过常规渠道进行科学评估，而不是采用特殊立法或拨款法案。但是，第727条款预先排除科学分析，因此会对我们的贸易信用产生负面影响，并有可能妨碍美国产品出口其它国家。
如果美国不尊重国际贸易的基本准则，我们的贸易伙伴有可能对美国出口的产品采取类似的行动，最终会对美国的工人，农民和商业的利益产生危害，甚至会影响到美国整体经济情况。
